Internet Explorer slow at login

Ok. I'm not entirely sure of this is a WinXP(SP1a w/ all updates) or an IE 6(w/ all updates) issue, but here it is. Immediately after I login I am unable to access the internet. I watch the networking tab in task manager and it shows hardly any packets being sent or recieved. I look at my cable router, and it is still. But about 30 seconds to a couple minutres afterwards, it goes to full speed. I have a Win2k machine on the same cable router and it has no issues. And this also happens after I play any game that goes into fullscreen mode. Any help you can give would be greatly appreciated.

Have you rebooted your cable modem?

I have rebooted it and the router several times. Funny thing is, even when ie slows down I can still ping and tracert anything and get a fast return, but they don't show up in the networking graph in task manager.

How about giving your ISP a call?

It is not an ISP issue, as the other pc logged into the same router is working, and this pc works fine after waiting a little while. It seems like a process is running and holding it back, then closing and releasing ie to do it's thing.

Check Task Manager. Are there any programs hogging cpu cycles?

If you are sure you are virus, adware and trojan free, consider giving this a try:

I have not personally had a need to tweak this but have seen ppl mention in in other forums. Its the Ouality of Service Packet Scheduler. Earthlink has an article regarding this. It's sure worth a try, you can always revert the changes you have made. Have a look:
