permissions in win2k & win 98se

Question 1 permisions in win2k & win 98se

i've looked at the forums to see how i can change the permisions... so my php script can write to a file and not have any errors i know the script is right becuase i have a paid server with linux and i set the chmod to "0777" and it work perfect... how do i do this in windows... there is NO sercurity tab when i right click the file OR folder... ???

thanks... PLEASE HELP LOL....
