- get rid of the virus on your system
- get a better cooler
- get working ram / mainboard / CPU / ...
- clean up your registry
- run scandisk
- reinstall windows
- get rid of windows and install linux
- forgive me if this seems like a flame to you.

there is 1.000.000 possible solutions. sorry, this is such a general problem, probably your PC is dead...

1.If you have your original install cd you can run the repair registry which will repair your registry, boot files and what not. You will lose basic settings.
2.Or you can restore a backup (assuming you have one)
3.Scan for viruses
4.save what you need and start off with a clean slate. --no fun

good luck, and remember to plan for this to happen again in the future. Windows installations tend to fall apart over time. I think it's a built in penalty for not splurging on a mac or learning how to use a *nix.
