What are you trying to accomplish? Chances are that you're on a limited account. What do you need to do by editing the registry?

If the admin has disabled the registry editor, I doubt he'll have access to the GPE!

Ref:How to Open Registry Editor in XP??
As far as I know once the registry editor is disabled, there is no way to enable it. Its always given a warning or precaution before disabling the same. The new version of registry can be put with the new windows files. May be by updating the files.
