What are you trying to accomplish? Chances are that you're on a limited account. What do you need to do by editing the registry?

@luv4pink - If you desperately need access to the registry editor, speak to your systems administrator. Access is restricted for a reason, it's very easy to disable a windows installation by deleting the wrong registry key so I doubt very much your admin will allow you access unless you have a very good reason.

As far as I know once the registry editor is disabled, there is no way to enable it. Its always given a warning or precaution before disabling the same. The new version of registry can be put with the new windows files. May be by updating the files.
