TCP/IP stops working after reboot

Im getting major headaches with this can anyone help !!!

If I uninstall, reboot then reinstall TCP/IP I can ping localhost and other domains and get replies, but as soon as I reboot the computer and ping locahost I get 'request timed'.

I then loose access to my home network So I have to start the whole process again - uninstall, reboot then reinstall

has anyone ever experienced this before is possible somehow that TCP/IP in being corrupted every time I reboot

Sounds to me like you have messed up either your DNS settings and/or your host file. Do you have a default gateway defined somewhere? What are your other network settings?
What OS?

I would also check to see if there is an updated driver for your NIC. It seems very odd and most odd problems are do to a driver issue.
