Seems like you can do this natively in windows 7 if there unpartioned space available. If you...

right click "Computer"
"manage"
"disk management"
right click the drive you want to make bigger and go "extend"

I use gparted usually. It's a free partitioning tool that you can burn to a live bootable CD.

W7 also has a command line tool DISKPART

My preference is for EaseUS Partition Master Home is also freeware. I have used both the freeware and paid version.

well, you can perform this task from the windows 7 disk management.
But there are several software available to make it easier to manage disk.
I use the EaseUS partition master.

I usually use the administrator via My Computer - manage. It is clear, intuitive and fast solid. But it is not perfect, sometimes it hangs and does not move with it, I'm verified in Home, Professional and Ultimate Edition. Therefore, always try before you boot the Linux system, Parted Magic, which will help me to easily manage disk and its partitions.

I don't know if Windows 7 doesn't have some special partition tools, but I use free program EASUS partition manager and I'm satisfied with it.

The software is an ISO that has to be burnt to DVD or floppy disks, then is booted into on a restart. This is the easiest way to qualify exisiting partitions in Vista when the size is too big for Round direction.Works testament All Versions, and O/S's.
