This question was raised before and it appears high in the google search results. If the following code could be added that page by a moderator that would be great.

touch.bat <--- That is the file name to hold this code in.

1) save the file as touch.bat.

2) save it to a custom folder somewhere to hold custom .bat files

3) add this custom folder to the system path or the local path. (the environment variables.)


I did this to help out because I searched for a simple solution for awhile and found one that required admin access. So I contacted a friend and he helped come up with this script.
