    Uploading Read-Only

I just helped a friend switch hosting companies and domain registrars. I realized someone had applied an entire folder of images as "read only". I have Win7 64 and have gone through the process of removing the read only to the entire folder and its contents, but it asks me permission to do this as an admin, so I click continue (see read-only1 below). As soon as I close this window and right-click on that folder and open Properties it goes right back to read-only (see read-only2.jpg).

I am the admin on this PC so I really don't understand why Windows does this. It's not the first time I've had issues removing a read only access on a file. Anyone know how to get around this so I can upload these images? Thanks in advance.
