Configuration of an API SERVER

Hi,

You may be familiar with some API refference as amazon has for PHP,XML,CURL to connect to their SERVER and post some data with XML and receive some XML feedback to show on your web site or like some credit card processing API refference.

My problem is that i want to write such API refference (SERVER) but i have no idea that what will be the requirements to configure such server that receive XML data and response to the client. Can i use PHP for this task? If yes then how?
