Vertical lines in FOP

I have a form that I need to print that will print vertical lines (to show the column borders). Usually I do this with border-right-style="solid" however in this case there may be many rows, possibly causing a new page. Since I have the header and footer set up to line up with the columns I need to have the vertical lines on the last page go from top to bottom even though there may only be a couple of rows.

Anyone know of a way to do this?
