XSD - maxOccur greater than one, but order not important

I'm looking for a way to define an XSD schema for an element where it can contain a number of different elements, where one element can appear multiple times, but the order does not appear.

Or, to put it more simply, I'm looking for something like xs:sequence were the order does not matter, or xs:all where an element can appear more than once.

It seems like the type of question that must have been asked a million times, but I can't find an answer.

As is usual, I spend days searching for an answer to a question, then immediately after posting my question in a forum I do one more search and find the answer - http://stackoverflow.com/questions/5...a-choice-block

How did the W3C come up with an XML schema format that can't even describe basic HTML!?

I'll have to start looking at RelaxNG or see what support is like for XSD 1.1
